PalmettoPride, under the leadership of Senator David L. Thomas, was created as the Governor’s Task Force on Litter by Executive Order under Governor Hodges in 1999.  Senator Thomas had been in contact with concerned citizens wanting to clean up South Carolina, and, having seen a letter to the editor regarding the increase in the amount of litter in SC, decided it was time to address the problem head on.  Sen. Thomas formed a task force to address the growing litter problem.  The initial meeting brought legislators together to discuss the state of litter in SC.  

Senator Thomas knew that he had hit on an important issue and a second meeting was planned. At the second task force meeting, Thomas invited Coach Lou Holtz to attend, as well as concerned citizens.  Coach Holtz had just made a comment that South Carolinians must have the cleanest cars because all their trash was on the highways.   With approximately 30 attendees at that meeting, Sen. Thomas realized that a simple task force without the governor’s support was not adequate for long-term stability.  He approached Governor Hodges and asked if he would allow the task force to be placed under his office. 

Governor Hodges, in a written response to Thomas’ request, agreed to house the task force as long as Sen. Thomas would chair the organization. As our partnerships and programs increased and matured, our organization outgrew the task force status and became PalmettoPride, a 501(c)(3) organization, by Executive Order in 2003. We attribute much of our success to our four-pronged approach to litter reduction: Education, Enforcement, Awareness and Pickup.  We measure our success in many ways in these four areas.  We also contribute our success to our partners and volunteers that help keep SC beautiful.
