litter enforcement programs
Updated 09/11/2008

SC Litter Control Association
The South Carolina Litter Control Association (SCLCA) was organized in 1987 to promote litter enforcement, to protect the environment and to heighten public awareness of the litter problems.  In partnership with SCLCA, PalmettoPride works to engage law enforcement officers in enforcing South Carolina’s litter laws and spreading awareness of the fines associated with these laws.

Zero Tolerance Campaign
PalmettoPride, in partnership with the South Carolina Litter Control Association, promotes “Zero Tolerance for Litter” campaign every year. The event is designed to encourage all law enforcement agencies to target littering, uncovered loads and illegal dumping. The campaign also educates the public that littering is a crime with costly penalties.

Officers can now fill out their reports online.

Enforcement Committee
PalmettoPride and law enforcement agencies statewide continue to fight litter across the state by combining resources and making enforcement of the litter laws an important issue in South Carolina.  PalmettoPride formed the South Carolina Enforcement Committee made up of DNR, Litter Control, Highway Patrol and Public Safety officers to continue the "Zero Tolerance For Litter" policy year round and most importantly, to create an effective anti-litter statewide enforcement task force.

The Enforcement Committee is made up of more than 30 agencies from thirty-one counties around the state. The officers will target frequently littered areas, dumpsites, forests, and illegal dumping areas, as well as monitoring for the illegal transport of litter.

Additionally, PalmettoPride awards enforcement agencies with grants to fund equipment such as: ground hog cameras, digital camcorders and night vision binoculars to use during sting operations.

"Litter Busters" Toll-Free Hotline
PalmettoPride, in conjunction with South Carolina Department of Natural Resources and Department of Public Safety, provides a 24-hour statewide litter reporting program that aims to "deputize" citizens of South Carolina.  This program gives everyday people a way to catch those who insist on littering.  Help make a difference by reporting a litterer.  Call the "Litter Busters" hotline: 1-877-7 LITTER! You can quick dial directly to the hotline from any Alltel or Cingular phones by dialing #LB.

Forests, Parks & Waterways Program
PalmettoPride has partnered with the Department of Natural Resources, SCDHEC, the South Carolina Forestry Commission, USDA Forest Service and other forces to pilot the National Parks and Forest program. It is designed to heighten enforcement efforts, bring volunteers together to clean up the hundreds of illegal dumpsites in the forests and parks of South Carolina. To build further awareness of the litter problem Litter Buster Hotline signs are also put in the target sites. Groups of hundreds of dedicated volunteers come together annually to clean up tons of litter from illegal dumpsites in the Francis Marion National Forest, Sumter National Forest, Manchester State Forest, and other parks and forests statewide. More cleanups are in the works.  To get involved or for more information please contact our Program Manager, Gene Campbell.
